       I have received your letter that dated Sep.16, 2004.  Unanticipated, business managers of 3M . US HQ  had refused my purchase order for Performance Fluid, I was to be of the opinion that there is some misunderstanding which to bring something forth, but I was impressed and follow with interest a last conclusion that“We also need to consider the ethical issues posed by the potential sale.”Therefore, business managers were deserved to be respected.

       In the above-mentioned there had been four reasons of refusal enclosed in our applications:

1.      This is a High Risk application;

2.      For all other applications we will employ good business judgment in determining whether to participate in an opportunity;

3.      Tempered by the product liability, personal injury and other risks the application presents;

4.      Refuse to sell it can touch on the ethical responsibility;

Enclose the misunderstanding one, whether it is a High Risk application should be decided by clinical doctors. We have a sincere suggestion to clinical guide that the PFCO liquid must undergo an evaporation test before it is to put into clinical usage. There is a clinical guide which states that the application can only be applied to either the left or the right lungs and alternate application, therefore, the “High Risk” is not really in existence.

Enclose the misunderstanding two, my invent patent application has many not yet got into the register’s country, if 3M company can supply assistance, 3M company may be get a percentage patent right or complete to possess, I was honest to express thanks for this participate intention.

Enclose the misunderstanding three, the evaporate and mix Ozone will not deplete potential character it was original guarantee by 3M company, so this product liability of tempered will be to share a common lot; 

Enclose the misunderstanding four, 3M Performance Materials first thing used in the lung illness, in the end of new specification of my invent patent ( http://www.ycec.com/New-specification-121203.htm ) had more dissertation and medical science clinical application to be shown there, the 3M company’s contribution for mankind medical civilized history was to be there for all to see.

I had to inform Samson Lee and Mr. G. yip, before the 10LBS PF-5060 (PFC) liquid of purchase order which on Sep.12, 2004 could be used on animal, medical test and medicament, pharmacopoeia register, I had to inform Samson Lee and Mr. G. yip of 3M HK officer too, many Hongkongers and Americans etc. had to wait for doctors, I being only a go-between and inventor, had to inform them under the humanity truth:

  I think, business managers of 3M . US HQ and Samson Lee and Mr. G. yip of 3M HK officers will agree to the above-mentioned and also need to consider the ethical issues posed by the potential sale.
