Let me express my respect to you for your efforts against various
viruses and plagues!

I, Lin Zhen Man, HKID188015(3).

> The
plague has deprived many people of their life. My profession is not medicine,
but the four anti-plague measures I proposed to the Hong Kong health
authorities are obviously more effective and reasonable than similar measures
in other countries, but the government has not yet taken any action although no
one has ever questioned my measures and the plague is becoming more rampant. That
is indifference to the loss of life, and that is why I am now writing to you.
>
>Proposal dated Mar. 28, 2003:
> 1. There is no doubt that the virus
depends on and spreads through the water, therefore the virus in the breath of
the patient will spread through the air by virtue of the water in it. Following is what should be done:
a. Reduce the
humidity of the isolated room, fix static dustproof net in the circulating
pipes of the air-conditioning system, set up ultraviolet area, treat the room
with disinfector steam, like white vinegar steam;
b. In addition to
respirators, change the direction of air current or provide temporary air pump
or disinfecting tank in the clinic so as to protect the medical workers from
being infected by the virus contained in the breath of the patients;
c. Install temporary sterilizing
ultraviolet lights for the infected and provide operation instructions;
d. Keep the infected
from going out or going to school, other people to fill out forms before exit
and entry HK;
e. Require food providers to wear
respirators, order whoever coughs to stop work, otherwise cancel their business
licenses;
f. Urge teachers to require students to
report those they have lived with, and keep track of suspected patients;
g. Require all citizens to keep track of
suspected patients entering Hong Kong and set a special hotline;
2. Make all citizens realize the
importance of oral hygiene. I’d like to refer them to my articles at
www.ycec.com/page1.html (English page2.html). The president of the Medicine
Administration, who is seriously infected, may better understand the
implications of my articles. I hope my articles may become popular habit to
strong body to strengthen immunity power!I also sincerely ask all citizens to wash their
pharyngeal cavity at least twice a day with saturated salt water for reduce virus that
infection opportunity!
3. Respirators are not
everything. A good health habit is more important;
4. Make experiments
with animals using small dosage of virus and study the antibody generation
curve, so as to find non-antibiotic therapy. The Medicine Administration should
allocate money to the relevant university for microbe study;
On April 6, 2003, I proposed
the following four points:

1. Atypical pneumonia spreads through the air, and it can be prevented
and controlled in different ways. It can be inferred from the physiological and
physical adhesion of the virus that the spread coefficient of the virus in
clean air is zero. The spread coefficient curve under different temperatures,
humidity and air currents can be obtained easily in the lab. The curve may
serve a guide for the Medicine Administration to work out virus control plans.
>
2. The virus is likely to spread through the air due to its minuteness
and adhesion ability. There is evidence that N95 respirators are ineffective in
filtering bacteria smaller than 75 nanometers, but unfortunately the virus of
atypical pneumonia is just dozens of nanometers. As of April 5, among the 29
infected in Hong Kong hospitals, more than one third are medical workers. My
email proposal dated March 28 2003 on improving the cool air convection system
failed to stir the indifference of the Medicine Administration. No doubt the
medical workers are appealing to the media to protect their lives.

3. It is a pity the Medicine Administration didn’t adopt my suggestion
to introduce static dustproof net and ultraviolet area into the cool air
convection system. Recently I read “Please save us” voiced by the United
Hospital and saw She Jibiao (a member of the Association of Small and
Medium-Sized Enterprises in Hong Kong) interviewed on TV. What was highlighted
then was a respirator, which is not a radical solution. Respirators may prevent
“saliva-based” spread, installation static dustproof net in the passageway graoove
central system of air or must is more Professional knowledge in humid and stuffy spring, but in there
to lay a wire and add several 40w ultraviolet sterilizing lights, it is quite
inexpensive! the air quality can get
improve
considerably!

4. The fact that the Medicine Administration failed to adopt item 3 of
March 28 proposal: salt water may effectively suppress virus spread, is perhaps
due to the misleading report by Hong Kong University Microbiology Assistant
Professor Mr. Wong Saixian that coronavirus can survive six days in 21°C
physiological salt solution. Please visit www.ycec.com/a_life_zone-050403.htm.
Salt water has both physical and chemical effects, which does not relate to the
report of the assistant professor. To put it simply, salt may stimulate the
sensory nerves in the larynx and activate the dermal tissue, thus secreting
chlorine ions to “envelop” the organic virus molecules and “drop” them down
into the stomach and discharge them out of the body. That is similar to
cleaning the house with bleaching water of a certain density recommended by the
Medicine Administration, but the Medicine Administration does not pay more
attention to the larynx, the vital path of pneumonia. If anyone ever suspects
that more salt is bad for health, then do some exercises and let some sweat
out. The medical workers should wet their larynxes with salt water once every
two hours and keep clinic records, and the assistant professor is recommended
to make experiments to modify his conclusion. It is now time for the Medicine
Administration to act!

It dances with the air and is quite elusive. N95 respirators are ineffective to
keep out viruses smaller than 75 nanometers and more and more medical workers
are infected… In Measure 1.a & b, air isolation method, it is easy and practical
to fix sterilizing lights in the cool air troughs and it is important to use it
in public places…”

The open letter emphasized that
“oral hygiene, exercises and wetting the larynx with dense salt water
are the most effective and Body-Defend ultimate measures against the virus!” It is a matter of life and death. The health authorities
should adopt and popularize the measure immediately must carry out as soon as
possible.

>On April 11 2003, in light of the indifference of the health
authorities and the increase of infections, I wrote On Virus Control Measures
in Hong Kong and urged my fellow citizens to take immediate action:
>
1. Wash the mouth (Oral cavity) with dense salt
water and take down some, a bottle of salt water for every person, at least
once an hour for high-risk medical workers; once every two hours for bank clerks who have to deal with
many clients; at least once for
every family member, old or young, man or women, as soon as they enter the home
from the outside. For other industries and schools, refer to the above
suggestion;
2.
The use of tooth line, complete dental cleanness is
vital to oral hygiene, and it is essential to hydraulic impact the teeth occupy some minutes after Brush the teeth. Never swallow the saliva after sleep, take down two spoons of salt water
to help the liver clean the intestines and stomach. It is common knowledge a
strong body is impervious to any virus!
Why are the health
authorities of Hong Kong so obstinate? Please see Annexes 2 & 3. President
Bush also considered my request and asked former President Jiang Zemin to
protect the citizenship of Hong Kong people, but the Hong Kong courts, judge by money interests, persist in depriving Hong Kong citizens of their right of
appeal and committing all kinds of bad deeds in defiance of law! But the entire
Hong Kong community, including the media, private institutions and my manufacturer
organization ignored my appeal for help for fear of reprisal. My trouble is similar to the
persecution suffered by Galileo in the 16th century!
It is unbelievable to ignore
such effective measures in the face of so many deaths! The Hong Kong community
is suffering! Mr. Dong Jianhua is a good chief, but he cannot get involved in
too many things, otherwise, he will be forced to resign! That’s too bad for
Hong Kong people. The Hong Kong civilization is endangered. The world is watching. You may adopt
any of my measures. It is totally different from the case that President Bush
adopted my “Three Measures for Aviation Safety”, i had application patent in America. This time I ask no pay so
long as my measures may contain the virus and save life, no matter whose life
it is.
